SALUS Educational Advocacy & Consulting was founded by Dr. Jeffrey D. Carroll, an educational leader with over 30 years of experience as a teacher, principal, assistant superintendent, and policy consultant. With advanced degrees in educational leadership (Ph.D.) and dispute resolution (LL.M.), Dr. Carroll understands how to bridge the gap between schools and families—offering expert guidance grounded in compassion, equity, and accountability.
As a former school administrator, he’s been on the other side of the IEP table and the discipline hearing. He knows the language, the process, and the pressure families face. SALUS was created to level the playing field—giving parents the tools and advocacy they need to secure what’s best for their children.
Meet Dr. Jeffrey D. Carroll
Dr. Carroll is a nationally recognized leader in education, conflict resolution, and family-school collaboration. He has presented at major conferences, authored multiple publications, and coached hundreds of families and educators through some of the most difficult moments in a child’s educational journey.
He founded SALUS with a simple mission: to ensure that no parent has to face the system alone. His work is rooted in fairness, clarity, and an unwavering belief in every student’s right to a meaningful education.
